While this is correct, Emacs should work without the rest of DJGPP
installed, and so it should not depend on what DJGPP.ENV says. See my
other message about how to solve this. (For the record: the reason that
I only caught this bug recently is because I have a full Emacs
installation, which includes the lib-src directory, so I never see this
problem on my machine.)
