Yes. It took me about half an hour to port a fairly simple puzzle game I
wrote some years ago using BC++ 3.1 (and no code changes were necessary, I
just had to write a makefile from the Borland project file).
There are some added complications in getting it to work with DJGPP v2.01 and
C++, but these are covered in the FAQ, so seek and ye shall find!
Although I havent used Cygwin much, I did have an initial play with it, and
was shocked to find that all (some?) programs that are compiled with it
require a 4Mb runtime DLL containing libc. I didn't bother looking any
further, since RSX only requires a 40K runtime DLL (and it doesn't require me
to keep two compilers on my machine).

You cannot sell programs written using RSX until a commercial license fee of
US$20 is paid. Free programs do not require payment of the license fee. This
information is included in the RSXNTDJ.HLP help file included in the RSX
package.
In the light of possible retro-moderation, you'd better get used to searching
the FAQ before you post, since it is against this groups charter to post
questions that are answered by the FAQ.
In any event, the FAQ makes for great reading (I can't count the number of
times I've gone in to look for something and become sidetracked by some other
interesting topic!). Or maybe I just don't get out enough...
