It's in Windows 3.x too.  The file you want to examine is named
\WINDOWS\SYSTEM\CARDS.DLL .  This file cantains all the cards and all
the backs (with animation) in the resource section.  It also contains
several routines that shuffles the cards, and animate the backs.  An
import library and C header file for it was published on the (I think)
December 1995 issue of Windows Interactive Programming Journal.
