Yes, the lower 4 bits of the color number represent the `settings' of
the electron guns (for cga): IRGB (I=bit 3 and B=0). I (for
intensity) selecects whether or not the guns are at half or
full power.
However, I can only guess that the reason 0b1000 (8) is dark grey
rather than black is the I bit adds a voltage to all three guns
rather than acting as a multiplier.
