g77, which you can download from your favourite mirror, *is* a true
compiler. It uses gcc backend, but it's a true compiler, and a pretty
good at that.

It supports several f90 extensions, but the only one I ever used is
IMPLICIT NONE. I strongly suggest that you give g77 a try.
