No.
But there is a Vi Like Emacs known as vile.
vile is a text editor which is extremely compatible with vi in terms
of "finger feel".  in addition, it has extended capabilities in many
areas, notably multi-file editing and viewing, key rebinding, and real X
window system support.
It also compile fine "out of the box" with DJGPP.
 
Latest version is vile-7.2 which you can get at:

ftp://ftp.clark.net/pub/dickey/vile/vile-7.2.tgz
