The 'official' port of GNU RCS can be found at 
ftp://ftp.cs.purdue.edu/pub/RCS/
and
ftp://ftp.simtel.net/pub/simtelnet/msdos/pgmutl
or any other simtel mirror.

Get the files rcs57pc1.zip and rcs57pc2.zip.
They contain ports for DOS, Win95/NT and OS/2
