They're just text files.  They're as reliable as your storage media.

I can't read your mind, so I have no idea how flakey you think they are
nor what you perceive as being flakey...

Allegro datafiles are not meant for general purpose data storage.  They
are meant to assemble data objects specific to Allegro; such as Allegro
bitmaps, sprites, sound samples, MIDI sequences, etc.

Having never had an Allegro installation problem, I can't say whether an
improper installation would cause the type of problem you didn't describe.
