This means gcc cannot find the preprocessor, cpp.exe, usually because 
installation problems.  Most probably, you didn't set the DJGPP 
environment variable correctly (assuming cpp.exe was unzipped from 
gccNNNb.zip, and not deleted due to some snafu).
