This, and the other questions you asked are discussed in section 3.6 of 
the DJGPP FAQ list (v2/faq211b.zip from the same place you got DJGPP).  
That section includes URLs of an add-on package which allows to develop 
Win32 programs with DJGPP, as well as three alternative free compilers 
that you can use if DJGPP's way is not suitable.
