This is on-topic, provided that you are using the DJGPP version of
Emacs. Since I am not aware of a Cygwin32 version of Emacs, I guess you
do; otherwise, the info below is not relevant for your problems.

If this is a DJGPP version of Emacs, you need to unset the environment
variable TERM before you run Emacs. The DJGPP port of Emacs uses its own
internal terminal emulator, but setting TERM in the environment confuses
the Emacs startup code into trying to use the usual character terminal
interface (which then requires a termcap database which most PCs don't
have).

Bash comes with a man page. Look for a file called bash.1 or bash.man.
