there you'll find a link to "enquire". enquire is a C program
developed by Steven Pemberton that automatically create the
limits.h file for you. In fact it provides you with a lot of
useful information about your C compiler.

and following that link you will see that the title for such

C Compiler and Machine, but didn't know who to ask") is per-
fectely well deserved.
