I just downloaded it myself -- well, the patch from the beta, 
anyway.  The complete zip isn't on the Demon web page because it's 
rather large.  It's probably on the Geocities one.  In any 
case, Shawn uploaded this to Simtelnet because it's a release, 
not a WIP -- so look on your local Simtel mirror.  It was on 
mine.  Since it hasn't been on Simtelnet for long it might not 
have propagated to your local mirror yet though; you may have 
to get it from the source:

    ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2tk/allegro/alleg31.zip

That URL may not be quite right at the end, but it is in that 
directory.
