It's in the works.  But don't ask when it will be ready.  This is done
by volunteers who have life beyond free software.

Microsoft never meant for Winsock to be accessed by DOS programs.  A
way to call Winsock exists, but is undocumented, and it has changed in
Winsock2.  Somebody needs to figure out how to call Winsock2, and then
libsocket can be ported to support it.
