Yes, and yes. First, get the RSXNTDJ package, read the docs and the main
DJGPP FAQ very carefully, and install it. After you can compile and run a
simple window with a message box, there are a few more pointers on my page
under Software/RSXNTDJ.

If you are not interested in producing DOS apps at all, I'd really suggest
Mingw32, or Cygwin if you speak *nix.
