Create a project and then in project window (Window/Project) set local options (Ctrl-O I think) and tag user defined compiler in list of compilers (left-top area). If you press F1 to view some help there's a description of macros to put to compiler cmdline like the name of source file opened right now in editor etc.

Or you can edit djgpp.env and put there

[RHIDE]
RHIDE_GCC=yourcompiler

and RHIDE will use 'yourcompiler' instead of gcc forever.
