As I understand it, DJGPP is merely a port by DJ Delorie of the GNU
programming tools from Unix to protected mode DOS.

That's right - "gas" means "GNU assembler" - it is the assembler that DJGPP
uses to actually build the executable code that then gets linked by the
linker.
