It surely is, and it sounds like an install from one of the CDs
distributed with some particular book.  Too many users of that book
complained here about this problem.  It seems that the installation
program that comes with the CD doesn't copy stubify.exe to the hard
disk.

The original poster should find stubify.exe on the CD and manually
copy it to the same directory where all other programs are installed
on the local hard disk.

I also suggest to all people who are hit by this problem to please
yell at the vendor of the Book/CD so that they fix the installation
procedure.
