Yes.

Actually, this problem is a very rare visitor in this forum.  So I
guess most of the users don't have any trouble with this issue.

readme.1st is not meant to be the FAQ; if we try to put every problem
there, it surely won't be read by anyone.  Who can afford to read a
100K README file just to install a package?

If this problem should be mentioned anywhere (and I'm not sure it
should, since it doesn't get asked frequently enough, IMHO), it should
be in the FAQ.
