If there is an easy way to prevent fixincludes from running, this might 
be the way to go.  But if not, I think we should make sure that running 
it doesn't do anything bad, and leave it at that.

FWIW, I have never understood why would GCC want to run fixincludes on 
ANSI- and POSIX-compliant headers.
